The governments of Scotland and Wales have sent a joint letter to UK ministers: Work and Pensions Secretary Pat McFadden and Education Secretary Lucy Powell. The Scottish Government published the news on 20 October 2026, a week before the Budget set for 28 October.
Both governments want an end to the benefit cap (benefit cap), the so-called bedroom tax (bedroom tax) and the freeze on housing support (local housing allowance). They also propose a social tariff for energy. According to Scottish Government modelling, 660,000 Scottish households would then pay on average about £700 less for energy. According to DWP data, the number of Scottish children affected by the benefit cap roughly doubled between March and May 2026, to almost 20,000.
For now these are demands, not decisions. Benefits and bills are decided by the government in London – we will learn its answer in the Budget.
Editorial comment
Many Polish families in Scotland and Wales receive Universal Credit or housing support. If London changes the benefit cap or the local housing allowance, they will feel it immediately. Energy matters to small businesses too – although a social tariff would apply to households, not businesses.
What to do
- Check whether the benefit cap affects your family – there is a calculator on gov.uk.
- After the Budget on 28 October, check for changes to Universal Credit and housing support.
- If you are struggling with bills, ask your energy supplier about a payment plan and help.
