£874m to tackle homelessness. PM Burnham: everyone sleeping rough will be offered help before Christmas

The Prime Minister’s Office has announced an extra £432 million to tackle rough sleeping in England, £874 million in total by the end of this Parliament. The aim is for every person sleeping rough to be offered a route off the streets before Christmas. The sum is to be confirmed in Wednesday’s Budget.

The government will allocate an extra £432 million to tackling rough sleeping in England. The Prime Minister’s Office (10 Downing Street) announced it on Sunday evening, 25 October. The sum is to be confirmed in Wednesday’s Budget.

Together with the earlier £442 million, this makes £874 million. The money is intended to last not only until March 2027 but until the end of the current Parliament. The aim is for every person sleeping rough to be offered a route off the streets or other support before Christmas.

The money will go, among other things, to specialist outreach teams who reach people on the streets, new accommodation in Coventry – with plans for Plymouth and Camden – and help with moving into permanent housing. Prime Minister Andy Burnham said rough sleeping is not “a fact of life” but a choice that governments either accept or do not.

Partners also made commitments at a summit with charities and businesses. The National Housing Federation, together with housing associations, wants to identify at least 2,000 homes and bed spaces. The Julia Rausing Trust will give £10 million to homelessness prevention. Other companies promised, among other things, jobs for people at risk of homelessness and digital support.

What it means for you

The programme covers England. The announcement says nothing about nationality, so it is not clear whether help will cover everyone regardless of immigration status. For families and friends of people in crisis, it is a signal that it will be easier to find a bed and an adviser this winter. For businesses – an opportunity to take part in schemes employing people moving out of homelessness.

Our assessment

The money is substantial and the deadline ambitious. We believe the “by Christmas” goal is more a promise of an offer of help than a guarantee that nobody will sleep rough. The key will be whether there are enough homes for people to move into. We will know the final sums on Wednesday, Budget day.

What to do

  • If you see someone sleeping rough in England or Wales, report it through StreetLink – a local team will visit them. If someone’s health is in immediate danger, call 999.
  • If you are at risk of losing your home, contact your local council as early as possible. Information is available on GOV.UK.
  • Businesses that want to employ people moving out of homelessness can follow announcements from programme partners on GOV.UK.
