Minor personnel changes in Donald Tusk’s government are turning into a small reshuffle. As the daily Rzeczpospolita reported on Tuesday, Polska 2050 leader and Deputy Speaker of the Sejm Szymon Hołownia would like to become culture minister with the rank of deputy prime minister.
The Speaker of the Sejm and New Left leader Włodzimierz Czarzasty told the paper that his party has nothing against it. It is not known what the prime minister thinks. Some of the paper’s sources believe Hołownia has no chance of becoming deputy prime minister.
The background is broader. The minister of funds and regional policy, Katarzyna Pełczyńska-Nałęcz, and her deputy Jan Szyszko are leaving the government. Tusk says he has two candidates of his own for the post. Hołownia points out that under the coalition agreement it is Polska 2050 that names the head of this ministry, and warns that breaking this rule could end with the party leaving the government. According to sources of Rzeczpospolita and Wirtualna Polska, Polska 2050 MPs do not actually plan to leave the coalition, and the leader’s tough stance is part of the negotiations.
At the same time, the prime minister’s request to appoint Finance Minister Andrzej Domański as deputy prime minister is pending. President Karol Nawrocki, who called Domański the worst finance minister in the history of the Third Republic, has not given a date for his decision. His spokesman Rafał Leśkiewicz says the president is not acting under time pressure.
What it means for Poles in the UK
The funds ministry decides on EU money, which is also used by companies run by Poles returning home or investing in Poland. A dispute over who will lead it may delay decisions and calls for applications. A dispute within the coalition is also a risk for laws important to entrepreneurs, such as the tax changes the Sejm and Senate are now working on.
Our assessment
For now this is a stage of bargaining, not decisions. The most likely outcome seems to be that the coalition will survive and the dispute will end with a compromise over the funds ministry. The coming days and the president’s decisions on the dismissal and appointments will be key.
