Prime Minister Donald Tusk has submitted a request to President Karol Nawrocki to appoint Finance and Economy Minister Andrzej Domański as deputy prime minister. He announced it before the vote of no confidence in Domański, which the Sejm rejected on 20 October. The president’s spokesman Rafał Leśkiewicz said the president “does not yield to pressure”.
What the constitution says
Under Article 161 of the Polish Constitution, the president “at the request of the Prime Minister, makes changes in the composition of the Council of Ministers”. According to lawyer Piotr Ciepiński (SWPS University), quoted by Rzeczpospolita, the word “makes” denotes a duty rather than discretion – the president cannot refuse for political reasons. The constitution, however, sets no deadline.
Precedent: on 22 June 2022 President Andrzej Duda, at the request of Prime Minister Mateusz Morawiecki, appointed Defence Minister Mariusz Błaszczak as deputy prime minister.
What it means for you
- Domański is responsible for finance and the economy – including taxes that also affect Poles working in the UK who settle their taxes in Poland.
- A dispute between the prime minister and the president could delay government decisions on economic matters.
Our assessment
This is another test of cooperation between the government and the president. The lawyer quoted by Rzeczpospolita believes the president should grant the request. The key question is: how quickly.
