Montenegro: “Kamo šutra” students demand accountability from the authorities

After the Cetinje massacre, students blocked roads in seven towns, demanding the resignation of the ministers responsible for security. The protests were peaceful.
On 1 January 2025 an armed man shot dead 13 people in Cetinje. It was the country’s second massacre in less than three years – 23 people killed in total. The student group “Kamo šutra” (“Where to tomorrow”) organised protests in Podgorica and road blockades in seven towns: Podgorica, Cetinje, Nikšić, Budva, Bar, Herceg Novi and Kotor. Each blockade lasted 23 minutes – one minute for each victim.
Demands
Students demanded the resignation of Interior Minister Danilo Šaranović and Deputy Prime Minister for Security Aleksa Bečić, restrictions on access to guns and the return of civic education in schools. The protests were peaceful.
Now
As at 23 October 2026 there are no reports of violent youth protests in Montenegro.
