News
On 3 November 2026 the Department for Work and Pensions (DWP) announced two changes to private pensions. Pensions Minister Torsten Bell presented them at the Association of British Insurers (ABI) conference.
The first is Guided Retirement: pension schemes would be required to offer people approaching retirement a default option – a stable income for life, without having to make difficult investment decisions themselves. The consultation runs from 3 November to 22 December 2026. It concerns secondary legislation under the Pension Schemes Act 2026.
The second is Retirement Collective Pension Schemes (RCPS) – a new type of collective scheme that pools the risk of many savers. The government has published its consultation response and draft regulations.
Analysis
According to the DWP, the change could affect around 17 million private sector workers. Today 9 in 10 eligible workers save, compared with 4 in 10 in 2012 – the result of automatic enrolment. The problem is how money is taken out: in 2025/26 around 46% of people accessing their pension pot for the first time withdrew it in full.
What it means
Many people reaching retirement are left with one question: “what do I do with this sum?”. The government wants schemes to suggest a safe default – a regular income, similar to old workplace pensions. According to the DWP, the duties fall on schemes and pension providers, not directly on employers.
Risk
Withdrawing the whole pot at once can mean a high income tax bill in a single year and the risk of running out of money too early. Also beware of scammers promising “better investments” for pension savings.
What to do
- Employers: tell your staff the consultation is open and point them to GOV.UK. You can also submit your own response by 22 December 2026.
- Ask your workplace pension provider (e.g. under auto-enrolment) how it is preparing for the changes.
- Employees: do not withdraw your whole pension hastily. Use the free Pension Wise guidance (for people aged 50 and over) or MoneyHelper.
- Do not respond to calls or messages offering to “transfer” your pension.
How to read this
These are proposals and draft regulations for now, not law in force. The announcement gives no start date. We need to watch the outcome of the consultation and act carefully until then.
